I was thinking about it for a few minutes and to tell you the truth, I believe it is often used to alert someone you want to discuss something serious or negative. For example, if your boss says, "Can I see you for a moment?" he/she probably has some bad news for you. I don't have the corpus data to back up my guess at the moment, but if anyone can show me an example where positive information or good news follows this phrase, I'd be interested in checking it out.
