The protective ozone layer in the stratosphere has decreased by 2 percent worldwide and far more over Antarctica.

This sentence means that there is 2% less ozone worldwide and there has been a bigger decrese over Antarctica.

The ozone layer consists of the most ozone in the Earth's atmosphere.
The ozone layer has the function that protects living things from the harmful UV of the sun like some films.

If you removed the word "and," you could make two separate sentences...

This sentence means that there is 2% less ozone worldwide.
There has been a bigger decrease over Antarctica.

In situations like this, insert a comma before and (or but)...

This sentence means that there is 2% less ozone worldwide, and there has been a bigger decrease over Antarctica.

However, this sounds better still:

This sentence means that there is 2% less ozone worldwide, with an even bigger decrease over Antarctica.

* * * * * * * * * *

This sounds clumsy:

"The ozone layer consists of the most ozone in the Earth's atmosphere."

However, it's hard to think of a better way to say it. I suppose this would work:

The ozone layer is that portion of the atmosphere where most ozone occurs.

* * * * * * * * * *

The ozone layer has the function that protects living things from the harmful UV of the sun like some films.

To fix this sentence, delete "has the function that"...

1. The ozone layer protects living things from the harmful UV of the sun like some films.

Next, I don't understand what "like some films" means, so let's get rid of that, too...

2. The ozone layer protects living things from the harmful UV of the sun.

Avoid soft drinks, diet soft drinks and flavorful mindset,
