"titrate" in this context means to adjust.
BP = blood pressure
"90 mm Hg" refers to the blood pressure measurement. mm is millimeter of mercury so it's the pressure needed to raise the mercury one millimeter (in a mercury barometer for example).

So Titrate to BP ~ 90 mm Hg means to "adjust he blood pressure to 90 mm Hg" or "adjust medication to achieve blood pressure of 90 mm Hg". I can't really define mm Hg - it's just a unit of measurement for pressure.

1 atm=760mm(Hg)
1mm(Hg)=1/760 atm
1mm(Hg)=1 Torr
760mm(Hg)=1.013*10^5 bar
therefore 1mm(Hg)=(1.013*10^5)/760 bar
1 Pa= 0.987*760 mm(Hg)
1mm(Hg)=1/(0.987*760) Pa
