Permission refers to how willing people are to listen to you. If you have no permission you're sending spam but if you have lots of permission, if your customer really trusts you, you can just send them a product and the invoice. The customer has given you permission to amke a buying decision from her. But if you abuse your permission, you've probably lost a customer for life.

2. 'permission' means that the act of permitting and consent, especially formal consent; authorization.

There are no foolproof methods to obtain permission, but there are steps likely to yield results.
