A drop of percent in production from 1967 has changed the continent into a grain importer, caused an increase in the region's foreign debt, and left millions of Africans hungry and physically weakened.

1) the meaning of the sentence
Africa was high population but grain harvest was getting decreasing. After 1967, Africa couldn't harvest enough grain for African so Africa had to import many grain from other countries. But Africa couldn't pay back because of low economy. So until now, Africa has increased the foriegn debt and millions of African can't get enough food yet.

2) the meaning of 'foreign debt'
An amount of money that a country owe to other countries.

After 1967, Africa couldn't harvest enough grain for African so Africa had to import many grain from other countries.
"After 1967, Africans couldn't harvest enough grain to feed themselves, so they had to import gran from other countries."
But Africa couldn't pay back because of low economy. So until now, Africa has increased the foriegn debt and millions of African can't get enough food yet.
"But Africa was too poor to pay off its loans. Thus, its foreign debt has increased, and millions of Africans are still hungry."
