The meaning of "leave someone(out) in the cold" varies according to the context.
Sometimes, it means as its own meaning, but sometimes it means excluding someone, or neglecting someone.
Let me give you some examples.

ex1)Everybody got a pay raise, but I was left out in the cold.
ex2)They left me in the cold wen I really needed them.
ex3)I do not know what is going on. They left me out in the cold.

ex1 and 2 refer to exclusion, but ex3 means that they did not let me know the fact.
