There are certain deceptions upon which this world of Illusion is built. One of the primary deceptions is that of scarcity. The Illusion has us convinced that there isn't enough to go around. There isn't enough land, there isn't enough water, there isn't enough wealth, there isn't enough food, there isn't enough energy, there isn't enough love, or power, for everyone, there aren't enough resources for health care and education for everyone.

The writer is saying that people believe we have problems - lack of food, lack of resources, etc. We use isn't enough + non-count noun to show that there is a lack of something. We use aren't enough + count noun to show there is a lack of some things.
