Do you know why English learners have trouble with questions

In most English classes, it is the teacher who asks questions. Students get practice answering questions but they don't get to practice asking questions. As a result, they never become proficient in asking questions.

By the way, it's the same in my Korean class. I can answer the teacher's questions but I rarely ask my own questions. I think that means that we language learners need to try extra hard to practice asking questions.

I think culture might be part of it. It took me a while to learn not to be too shy asking questions. English is not easy. Just to listen and try to understand is hard enough, so asking question is maybe a bit out of league for any beginner (in my opinion). We don't want to look silly is one of the reasons too (I think).

I rembered once in my English class, my teacher gave out some stories to read. They were really short stories, and each student had to ask at least three questions on what they have read. It didn't turn out that great, but maybe it was a good start.

Talking about asking question, in fact, I would like to ask you this one.
