at which or whenever?

at which or whenever?

My TOEIC exambook says the sentence 2 is not good with no explanation.
Why is the sentence 2 not good? Please help me, someone!! -- Osaka-chan / Tomoko in Japan

Sentences:
1 The program keeps a record of the time at which he signs on the website.

the "whenever" doesnt make sense with the sentence. but does without it.

a word that could replace "whenever" could be "when" but not "whenever" sorry thats not a very gud explaition plz reply if u need clearing up.
