About "not as...as"
I have a question on "not as ... as".
If I say, "A is not as ADJECTIVE as B", dose it mean "B is more ADJECTIVE than A"?
I always think it should just mean there are differences between A and B, but not make a comparative.
I have ever said, "the elephant is not as big as the mouse". I didn't notice the mistake before.

It's more usual to say the mouse is smaller than the elephant or the elephant is bigger than the mouse. So it sounds a little weird to say "the elephant is not as small as the mouse" but that certainly does mean the same as "the mouse is smaller than the elephant". It's just the second one sounds normal while the first one sounds weird.
When comparing two small things, as...as sounds much more normal. The "rat isn't as small as the mouse" sounds alright.

My question is : is that grammatically wrong if we say ,he is not taller than him instead of saying not as tall as .....I just wondering to know .thanks.

I agree with boxcar - the grammar is fine with "He is not taller than John." But it would be used that way in a certain context, for example to emphasize disagreement:
Tim: Let's get Ted for our basketball team. He's the tallest guy we know.
Jim: Ted? He is not taller than John. John's like 6 inches taller than anyone we know.
Tim: Let's get Ted for our basketball team. He's the tallest guy we know.

I have already learned garmmar of as.....as; not as.....as; almost as....as.
Here is my homework today.
Shanghai is more moden than Shenzhen.
Shenzhen is not as morden as Shanghai.
But Shanghai is as morden as Tokyo.
The dog is as passionate as human.
The weather rainy is not as snowy as fun.
English as easy as Chinese.
Japanese is not as easy as Chinese or English.
My hair is not as curly as my sister's.
Here is my homework today.
Shanghai is more moden than Shenzhen.

But Shanghai is as morden as Tokyo.
